The “X-Files” is an in-depth study of actual North Carolina Appraisal Board complaints. Public records have been obtained from case files, so students will be able to follow and study the actual issues raised in complaints, only with the appraisers’ names Xed out. Thus, “X-Files.” Attention will focus on compliance with acceptable appraisal methodology, recognized appraisal methods, compliance with Board rules, and compliance with the Uniform Standards of Professional Appraisal Practice (USPAP).
Topics include: Use of condition ratings, competency on a commercial building, rational for highest and best use, “as is” versus “subject to,” workfile components, contribution to value of upgrades, use of an extraordinary assumption when an appraiser does not make an interior inspection, how view impacts value, a general overview of the Board’s complaint handling procedures, and more.
Course Delivery:
This synchronous distance-learning course will be delivered via a Zoom video conference. In order to attend class, you’ll need to have an internet connection, a computer, laptop, tablet or mobile device with a built-in speaker/microphone or headset/earbuds with microphone, and a webcam. Attendance:
A photo ID will be required to attend class. Attendance will be taken throughout the course to ensure that students are present for the duration of class.
Course Materials:
All course materials will be provided to all enrolled students digitally before the start of class.
